Court Decision Balks Advertising By DAVID MILLER LONDON (CP)--A court decl- sion in a town 195 miles north of here has thrown a king-sized monkey wrench into London's bustling and profitable wcrld of advertising. A magistrate in Birkenhead convicted a commercial photog- rapher for violating the Chil- dren and Young Persons Act of 1933 and fined him £9 ($27) for photographing four children between the ages of 9 and 11 for advertisements. The decision shattered a long-standing belief. that the 1933 act did not apply for com- mercial photographers and laid open avenues of possible pruse+ cution against hundreds of Brit- ish advertising companies.
