C. A. M. Edwards, Kingston regional supervisor of the|" board, said in an_ interview) = today the development is a) result of recent increases in the) staff of parole board officers. "We can do a lot better job of processing applications for parole with the result that more paroles are granted .. and this in turn gives inmates hope, so more apply for parole,"' Mr. Edwards said. In the last few years, the ratio of paroles granted had} increased to one in every three) applications from one in four. The failure rate had remained the same--about 10 per cent of those on parole.
