Dr. Shouldice's letter came after /Dr. Shulman repeatedly urged the physician to imple- ment improvements in clinic facilities recommended by an inquest jury. FINDINGS QUASHED The findings of the inquest into a 1963 death at Dr. Shoul- dice's clinic were quashed by a higher court. Dr. Shulman said in earlier testimony he was told by Mr. Wilson that Mr. Wishart had ordered that the chief coroner cease his harassment of Dr. Shouldice. Mr. Jolliffe said the Premier and the other three officials had shown "complete indiffer- ence to the objective of protect- ing the public and reducing mortality . . . and zealous con- cern to protect the pride of Dr. Shouldice." Earlier Monday Mr. Jolliffe described as "scandalous and indefensible' the operation of the chief coroner's office before Dr. Shulman took it over in 1963. He said that none of the 288 hospital deaths investigated by Toronto coroners between 1959 and 1962 led to an inquest. "He must have known that this situation could not contin- ue," said Mr. Jolliffe, referring te Dr. H. B. Cotnam, supervis- ing coroner for Ontario, "because he himself warned coroners of the danger of being a rubber stamp." QUDTES FROM LECTURE Mr. Jolliffe then read from a lecture by Dr. Cotnam, which was circulated among coroners in January, 1964: "When there is any indication that a death is not from natural causes, the coroner should hold an inquest. ... In fact I feel it is the duty of the coroner to hold an inquest." Mr. Jolliffe asked Mr. Justice Parker to delete the word "unlawful" from the original terms of reference for the inquiry into Dr. Shulman's alle- gations. He said Dr. Shulman "at no time made allegations that anything was done unlaw- fully, though admittedly certain acts were improper."
