And by 1971, the report said, "it appears that a massive magatonnage gap will have de- veloped." Megatonnage is the term used to describe the atomic force of strategic weapons -- the fire- power in the nuclear age, as the report put it. One megaton equals 1,000,000 tons of TNT. Among those who endorsed the study was U.S. Air Force Gen. Bernard A. Schriever, who was head of the country's inter- continental ballistic missile de- velopment program 12 years until he retired last August. Schriever served as chairman of a special American Security Council subcommittee which, the report's foreword said, pre- pared the strategic military study for the armed services committee of the House of Rep- resentatives.
