Municipalities Will Get Water Without Debt TORONTO (CP)--Ontario mn- nicipalities will be able to get new water and sewer services without adding to their debt under a new program outlined by Resources Minister Simonett Tuesday. Mr. Simonett told the legisla- ture services would be provided by the Ontario Water Resources Commission which would ree cover costs through water and sewer rates, Under the old government pol- icy the OWRC built the systems but municipalities held the de bentures. Mr. Simonnett said outside the house that at least 40 small municipalities have been delay- ing construction of water or sewer works in hope of a change in government policy. He said some are -already near their debt limits and the projects might not have been approved by the Ontario Municipal Board. '7 expect this program to be especially welcome in those smaller municipalities with a high level of debenture debt but who are trying to do something about their water and sewage problems," he said. However, the policy was not expected to affect large muni- cipalities with public utilities commissions, which probably would prefer to build or extend distribution systems on_ their own. Bloven Named As Women Of Century MONTREAL (CP) -- The Na- tional Council of Jewish Women Tuesday named 11 prominent living Canadian women as "women of the century." A spokesman for the 6,000- member council said the organ- ization is dedicated to the ad- vancement of education and service in the community.
