92 THE OSHAWA TIMES, Wednesday, April 26, 1967 --~ LONDON (CP) -- The Com- monwealth Press Union today took a firm stand on press freedom, deploring any govern- ment action that would discrim- inate against newspapers on grounds of nationality, race, pol- ities or religion of publishers, editors and reporters. The Press Union Council, rep- resenting some 600 Common- wealth newspapers, also ex- pressed criticism of legislation in Canada and New Zealand which, it said, discriminated cations circulating in those coun- tries, The statement, adopted by the council unanimously, is to be sent immediately to all the press union's overseas sections. The council agreed to elim- inate the word Definition in de- scribing the document and label it Statement on Freedom of the Press. It incorporates the description of the press union's quinquen- nial conference of 1965 which stated: "This. conference affirms that Press Union Council Takes Firm Stand On Freedom the freedom of the press is not a special privilege of newspa- pers but derives from the funda- mental right of every person to have full and free access to the facts in all matters that directly or indirectly concern him, and from his equal right to express and publish his opiniors thereon and to hear and read the opin- ions of others." EXPOUNDS RIGHTS The press union's statement continues: "Press freedom is simply one aspect of the free man's right to receive and impart informa- tion. As such it is unaffected by national boundaries; it is a fundamental human right of all in the free world. "In the words of the General Assembly of the United Nations: "Freedom of information is a fundamental human right and is the touchstone of all the free- doms to whith the UN is conse- crated: " 'Freedom of information im- plies the right to gather, trans- mit and publish news anywhere and everywhere without fetter-- as such it is an essential factor in any serious effort to promote the peace and progress of the world,"""--UN General Assem- bly, 59 (1) 1947. The main point of the press ' union's position is stated tn these words: "It follows that in countries enjoying the greatest freedom of the press, the law will encour- age the publication and circula- tion of newspapers and period- icals, without regard to the na- tionality, race, politics or re- ligion of those who publish, edit or write in them.
