Donald MacDonald, New Democratic Party leader, todd the legislature that the Pro- gressive Conservative govern- ment could both make momey and develop the northern por- tion of the province by seeing that a second pipeline was built. He said the federal govern- ment has accepted arguments that a route through the north- ern United States would be cheaper. The house unanimously gave second reading to a gov- ernment bill boosting uncondi- tional per-capita grants to On- tario municipalities, but only after opposition members com- plained that inequities in the grants system would be pre- served. At present the grants range from $3.50 per capita for small communities to $7 for large cities. The government bill would raise each municipality's grant by $1.50 a head. 2. Premier Robarts said On- tario Hydro has approved con- struction of three major proj- ects which will add 1,500,000 kilowatts to Hydro's generating capacity by 1973. Largest of the three projects will be the doubling of Hydro's nuclear 'power station at Pick- ering to more than 2,000,000 kilowatts. Mr. Robarts replied that "certain aspects" of the bill were being studied by the gov- ernment. "However, I won't say that the bill won't be called." As originally presented to the legislature's private bills com- mittee, the bill provided for the students to be represented on the board by non - students. However, following submis- sion of a brief from Western students, the committee voted to amend the bill to give the students direct representation. At one point the university threatened to withdraw the bill if the amendment were ailowed to stand but the threat was not carried out. Ont. Pledges Tornado Help TORONTO (CP) -- Agricul- ture Minister William Stewart announced Tuesday that the provincial government will match local funds raised to hel victims of tornadoes that swep' through southwestern Ontario Monday. Mr. Stewart told the legisla- ture the government has also asked Ottawa to join in the ald piygren. The minister said damage re- ports were still coming in but that at least 40 barns were de- molished or severely damaged. He said the provincial gov- ernment "is offering to match dollar for dollar -- every dol- lar raised locally for the pur- Poses of rehabilitating the dam- aged properties." Health Program Board Slated TORONTO (CP)--Health Min- ister . Matthew Dymond has given notice of.legislation that will establish a health insur- ance registration board. Government spokesmen at Queen's Park indicated the bill may clear the way for accept- ance of an Ontario medical health plan eligible for federal grants. The health minister also gave notice of amendments to the Hospital' Services Commission Act and the Medical Services Insurance Act related to estab- lishment of the registration board. during If you like saving money, don't miss this mammoth event.
