Auditor - General Maxwell Henderson, in his annual re- port to the Commons Feb. 20, said that 151 of the 294 Glassco recommendations had not yet been approved. He said detailed examination of all Glassco findings "'is long overdue." More directly he estimated that administrative overhead has risen to $1,325,000,000 for 1966-67 from. about $1,000,000,- 000 for 1962-63--an increase of 30 per cent since the Glassco report. An additional 20,500 employees have been added in the last four years. Spokesmen for the treasury board, newly-reorganized as an independent agency to oversee major expenses and all programs, don't agree with Mr. Henderson's inter- pretation. It reports to a six- member committee of cabinet and, since recent legislation was approved, to its own min- ister--Treasury Board Presi- dent Benson. Previously the board was a division of the finance de- partment and its head was the minister of that depart- ment. Although total staff hasn't gone up much, the qualifications of individual board employees have soared. REPLY TO CRITICISM Here's how they, answer criticism of the speed of im- plementing Glassco recom- mendations: --Of the 294 Glassco rec- ommendations 154 now have been approved, 29 of them re- cently and still to be tabled in the Commons, A couple of dozen more are in advanced stages of preparation. --Although approval of rec- ommendations by the cabinet doesn't have to mean imple- mentation, in the case of Glassco proposals it has meant just that. In fact many recommendations have been well on the way to implemen- tation by the time cabinet ap- proves them. Mr. Benson put his finger on the key to implementing Glassco recommendations in a Winnipeg speech March 29: "The real question is did the government pick out the innocuous recommenda- tions for approval, or did it attempt to implement the really fundamental and important recommenda- tions? .. > His officials are emphatic with their answer. The officials said all of these recommendations have been approved, in many in- stances they are in operation and necessary legislation aris- ing out of them has been given _ parliamentary ap- proval. Briefly this is what hap- pened after Glassco. The board set up commit- tees to review all the recom- mendations in the 800,000- word report. Next, teams of consultants were engaged and sent into the departments of veterans affairs, agriculture, transport and northern af- fairs. They checked the financial recommendations against ac- tual operational conditions By the summer of 1964 the new techniques were intro- duced into the departments of health and welfare, citizen- ship, and public works, and into the RCMP. With these departments now converted to the system of designing an expenditure- | control system and using it | to control its own affairs, the board now is "moving ahead on a broad base."
