Withdrawal Of 18,000 Troops Not Satisfactory WASHINGTON (AP) -- U.S. withdrawal of 18,000 troops from Europe isn't expected to satisfy Senate pressure for even larger troop reductions. Defence Secretary Robert Mc- Namara announced the cut at a press conference "Aonday, say- ing it was in conjunction with President de Gaulle's with- drawal of France from the North Atlantic Treaty Organization's military alliance. McNamara said the troops-- 16,000 in France and 2,000 in West Germany--have been. re- turned to the United States, along with 21,000 military de- pendents. But that total fell far short of Senate majority leader Mike Mansfield's pending resolution calling for reducing U.S. combat forces in Europe to two from six divisions. Mansfield, whose resolution has the backing of 46 other sen- ators, claims large-scale forces no longer are needed in Europe, since the U.S. relies principally on its nuclear arsenal as a de- terrent to aggression. The Pentagon said 225,000 American troops remain-in Eu- rope. Many are in special serv- ice detachments rather than in combat divisions. Mansfield and others in Con- gress believe reduction in U.S. troop strength in Europe would do much to eliminate the coun- try's persistent 'balance-of-pay- ments deficit. Informed British sources in London reported that the U.S government is preparing plans to bring two-thirds of its mili- tary forces home from West Germany and airlift them back to Europe if an emergency re- quires it. The British informants said the plan calls for rotating ele- ments of the six U.S. divisions now stationed in West Germany so that six instead of 18 Ameri- can brigades will be there at any one time. In an emergency, an airlift would rush the other 12 brigades back to Europe. A U.S. spokesman in Bonn said the report "has no founda- tion in fact."" A spokesman for the West German defence min- istry said it was "without basis.' He said several plans for overhauling Western Europe's defence system were discussed recently in Washington, but that none envisaged withdrawal of two-thirds of the U.S. troops in West Germany. Britain has made tentative plans to withdraw a brigade from West Germany by 1968, re- ducing its 50,000 - man Rhine Army by 5,000. Informants in London said en- voys of the United States, Brit- ain and West Germany reached tentative agreement in Washing- ton last month on an over-all plan for redeployment. Object Flashes In Clear Sky, TORONTO (CP)--A flashing white and red unidentified ob- ject flashed across a clear Tor- onto sky late Monday night, sending hundreds of residents to their telephones to report it. Two young amateur photo- graphers, Jim Dorman, 18, and Steve Harris of suburban Etobi- coke, said they have pictures of it. Mr. Dorman said he and his friend were taking a time-ex- posure of a star when the object appeared in the view finder of their camera. The pictures show a series of dise-shaped objects with: pulsat- ing red and white lights, he said. An official at the Toronto International Airport control tower said. the tower staff was aware of such ,an object in the vicinity of the airport, but he would not comment except to gay the object caused no inter- , ference to aircraft.
