Liquor bottles were sold back to distillers through scrap dealers and liquor boards. There was no rubber for corsets, girdles or bathing caps. Canadians were asked to take their empty toothpaste and shaving cream tubes back to retailers to be salvaged. Food rationing began slowly 25 years ago, as a voluntary measure at first. Through 1942, sugar, coffee, tea and butter were rationed. Meat was put on the list in the spring of 1943. It wasn't until September, 1942, that ration books were issued, and they remained in use until 1947, two years after the war ended. SAVED BONES As food supplies tightened, the government vigorously ballyhooed the virtues of good nutrition. Housewives learned or relearned how to make soup and preserves. Vege- table gardens sprouted. Ren- dering fat and saving bones became a patriotic duty. The government announced in 1942 that it needed all the fat and bones it could get to make munitions. The goal was 35,000,000 pounds a year --one ounce per Canadian a week. People were paid for taking waste fat to their meat dealers and encouraged to route bones to salvage via the soup pot. Laura C. Pepper, head of the consumer section of the department of agriculture, as- sured Canadians in 1941 they'd be healthier if they cut their summer pork consump- tion by half. Its chart for fat substitu- tions included this list as sub- stitutes when a recipe calls for one cup of butter: % cup smoked or fresh pork fat (clarified); or 2-3 cup chicken fat, salt doubled; 1 cup beef dripping (clarified); % cup suet, salt doubled. There were also govern- ment booklets full of recipes for making almost anything with these fats to help the butter and shortening ration go a little farther. In 1942, controls limited manufacturers to producing only 80 per cent of the short- ening and 56 per cent of the vegetable oil they had pro- duced in 1941, Coupon rationing on butter began Dec. 21, 1942. At first it was half a pound per person per week. It varied during the next few years hovering mostly between six and seven ounces, and was not stopped for five years, until the spring of 1947.
