THOMSON CASTRIES, St. Lucia (CP) The expressd willingness of the Canadian government to help stabilize sugar prices at a remunerative level for eco- * nomic producers has given en- couragemnt to British West Indiaes sugar islands, "Canada's intention to work towards an_ international sugar agreement emphasizes that the benefits will accrue to economic producers," says the Barbados Advocate in an editorial Jan. 1. "The high cost of manufac- turing this commodity is caus- ing concern in all sugar pro- ducing countries of the world. "Drastic measures are be- ing taken to pare costs and streamline production. . In Ottawa, officials of the trade department said that while Canada supports in principle the idea of an inter- national sugar agreement to stabilize prices at a remuner- ative level, little progress has been made towards writing and signing one. The prospect is not good as long as the present glut of supply remains in world sugar markets, it was indicated. Canada now has no bilateral or multilateral sugar-buying arrangement. When there was a world shortage three or four years ago, Canada paid as much as 11 cents a pound for raw cane. With the current glut, Canada can buy sugar on the open market at 2% to three cents. BULK IS IMPORTED : Canada's import require- ment is about three-quarters of its supply needs. Beet su- gar production in Canada sup- plies one-quarter of the mar- ket and conceivably could sup- ply more. Canada imported more than 6,000,000 hundredweight of su- gar in the first half of 1966, with 1,000,000 hundredweight bought from Guyana and Aus- tralia and lesser amounts from Jamaica, Fiji and Cuba. The five major sugar-pro- ducing islands o fthe West In- dies--Barbados, Antigua, St. Kitts, Nevis and Anguilla-- chifly depend on sugar and its byproducts of molasses and rum for employment and ex- port sales. Cane is still cut and loaded by hand, This is seasonal work from February to April but for many laborers it is their yearly income. In Bar- bados, probably the highest- wage island, field workers are paid about $1 Canadian to cut and about $1.75 to load, per ton of cane. But low sugar yield per ton of cane is also a problem. This is being combatted with im- proved strains. Drought years, particularly in Antigua, reduce the tonnage of sugar per acre, as well as per ton of cane. COSTS ARE HIGH In the past Great Britain not only provided grants-in-aid to supplement government rev- enues, but paid fixed prices for sugar, often well above the world market price when it drops below production costs, thereby providing a fur- ther subsidy. In 1966 Britain paid £47 10 shillings a ton for sugar. At the same time Canada was paying £20 16 shillings or $62.40 a ton, which is a touchy point in the islands. However, the West Indies Written Test For Hunters TORONTO (CP) --Lands and Forests Minister Rene Brunelle ' outlined Monday a new ex- amination system for would-be hunters involving standard writ- ten tests given by conservation officers. Mr. Brunelle said that under new regulations passed by the cabinet, hunting licences will be issued only to those who pass the tests or show they have previously held licences in On- tario or "some other competent jurisdiction." The minister said the govern- ment plans to model hunting licensing on driver examina- tions, He said this will be the last year that applicants will be given licences on the basis of "declarations of experience." The exams, based on informa- tion in the Hunter Safety Manual, would be so tough that "the odds are very much against anyone passing without having had instruction." Instruction is to be placed under the safety section of his department's operations branch, but: the examinations will be conducted by the fish and wild- life branch. But mechanization would put a large part of the labor force out of work in islands already faced with a serious unem- ployment problem. Moreover many of the sugar plantations are small holdings run by farmers who could not afford to mechanize their modest acreage. Mechaniza- tion means an agricultural revolution disruptive in newly independent islands with pop- rising ulations less some less than 100,000.
