12 THE OSHAWA TIMES, Thursday, February 16, 1967 Enforce Rules For Radio By TOM MITCHELL OTTAWA (CP)--The rules of broadcasting are going to be radically changed when the government introduces new leg- islation, State Secretary Judy LaMarsh said Tuesday. The publicly-owned CBC will Jose some of its autonomy and private broadcasters, particu- larly in television, will be faced with regulations with teeth that could bring widespread changes in their operations. Miss LaMarsh amplified on the government's white paper, spelling out in general planned revisions of the Broadcasting Act., before the Commons broadcasting committee. She made it clear that the government wants a strength-| | ened Board of Broadcast Gov- ernors that would be firmly in control over the CBC and the private sector as far as broad- casting policy is concerned. It would be equipped with punitive powers to go with its responsibility. ENFORCE RULES The new BBG, with five full- time members instead of the present three, would require adherence of both the CBC and private broadcasting sectors to regulations concerning the con- tent of "hroad spheres" of pro- gramming. These would include such matters as Canadian content, the program fare mixture in) prime listening or viewing e hours and the amounts of broad-| casting time a station devoted) to light entertainment, music, | public affairs, science or the) MR | Wo SPECIAL! SOLO COLOURED arts. | The CBC, which now reports to Parliament once a year, would be given a money grant designed to finance it for five years. The BBG would shoulder re- sponsibility for the over-all ac- tions of the CBC and would re- port to Parliament for it. Miss LaMarsh stressed that the CBC still would take re- sponsibility for specific pro- gramming within the broad categories set out by the BBG. She warned private broad- casters, particularly in televi- sion, that they will be expected to play a bigger role in pro- viding a truly Canadian broad- cast service.
