He told a news conference that it is difficult to determine exactly what is going on. On the question of Canada's proposed legislative restraint on the growth of the U.S.-owned Mercantile Bank of Canada, Mr. Martin said he is sure the U.S. will respect the right of the Canadian Parliament to make _ laws as it sees fit. Mr. Martin was passing through Winnipeg on his way to Liberal party functions in Re-| gina and Saskatoon.
