Immigration Policy Sets Stress On Skills OTTAWA (CP) -- The new immigration policy unveiled in the Commons Friday is a housecleaning job that puts the emphasis firmly on. skills, no matter where they are found. It puts a pinch on sponsored immigration from Southern Europe, source of most un- skilled immigrants. And it closes loopholes which have caused major headaches to the department in recent years. At the same time, it corrects old injustices. All citizens will be able to sponsor from any country a wide class of relatives formerly limited to Europe and the Americas.
