Nichol, 42, was re- acclamation Wed- nesday to his second term as president of the Liberal Feder- ation of Canada at the party's biennial conference. The Metropolitan Toronto Lic- ensing Commission moved Mr. Kwan ahead of 500 applicants to reward him with the licence which would be worth between $3,000 and $4,000 if he wishes to sell it. 2 Mr. Kwan was shot after a woman -inspped into his cab Sept.. 13 and ordered him to speed away from pursuing po- lice who wanted her in connec- tion with a shooting outside a Toronto tavern.
