Fearful of a real test, the premier has presented no major legislation since winning a paper-thin ma- jority in Parliament on his first confidence vote Sept. 24. But Stephanopoulos has per- formed a balancing act to stave off further political upsets, and his support appears to be grow- ing. Talk of the early elections sought by Papandreou has died down.
