The success that this Festi- val has met with in former years is sufficient evidence of the interest that is shown by the community as a whole and in particular those who participate in the parade and the events that are held throughout the day. Those who work so hard to make this Festival a success earn the gratitude of the citi- zens of Oshawa and district for their untiring efforts on behalf of their fellow citizens. We can all derive a great deal of benefit by working in co-operation. MICHAEL STARR, MP. MICHAEL STARR To Be Special Speaker Dr. Matthew B. Dymond, Pro- vincial Minister of Health, will be this year's guest speaker at the Oshawa Folk Festival. He graduated from Queen's University Medical School, Kingston in 1941 and later served as a unit medical officer and surgeon with the Army in Canada and Europe. He later established a general elected to the Town Council of Port Perry, and served for five years. He was also appointed to the Central Qntario District High School Board, and served there three years. At the general election of 1955, he was given the Pro gressive Conservative nomina- tion at the largest attended political convention in the his- tory of Ontario County. He won the election and, at the first Session he attended, he was named chairman of the stand- ing committee of the Legisla- ture on Health. He was again named chairman at bis second session and, during these months, the 'legislation estab- lishing the Ontario Hospital In- surance Plan was prepared and passed. In July, 1957, Dr. Dymond was appointed to the Ontario Executive Council, and named Minister of Reform Institutions. The following April, he was given the task of organizing the new Department of Transport and was named the first Minis- ter of this Department. He re- mained only eight months in the Portfolio, but undertook vigor- ous policies in the prevention and control of highway traffic accidents and driver instruction examinations. These programs included the introduction of the Demerit Point System, which has been acclaimed as one of the most effective weapons in such programs. On December 22, 1958, Dr. Dymond was sworn in as Minis- ter of Health. During his Ministry, there has been great progress in public and social Health measures; Hospital Care Insurance, new programs in Mental Health, Public Health, Mental Retarda- tion, hospital construction and many other health services have marked this period since 1958. Then, in 1966, Medical Services Insurance was intro-: duced. Dr. Dymond finds time for other matters of public service. He has served his Church as a member of one of its National | Boards; is a Past-President of the Lions Club of Port Perry; a member of the Cancer So- ciety, Tuberculosis Society and The Canadian Club. He is a/ member of the Masonic Order -- Scottish Rite and is also a) Shriner.
