Tolls and toll gates are dis- appearing, picnic sites are mul- tiplying and one major company is actively encouraging the pub- lic to use its private roads. Canadian International Paper Co., a subsidiary of Internation Paper Co. of the United States, has been moving towards this open roads policy for several years.. Picnic sites have been built and information centres set up at gates. The company has also distrib- uted four maps showing details ef forest limits and reads. A fifth will be out soon. They are issued from head office here and from regional centres, free of charge. There are some problems as clubs, tenants and owners of summer homes, blueberry pick- ers and other leaseholders and their employees have fully rec- egnized rights on the same land. Also, fish and game resources are not the responsibility of CIP, but of the provincial gov- ernment. But the company feels it has started the ball rolling and that now it is up to the gov- ernment to set up regional plans fer conservation, industry and recreation. TOLLS LIFTED Another company, Consol- idated Paper Corp. Ltd., reports it has lifted its tolls on forest reads this spring. The tolis ranged from 58 cents te $1.58. Ferries operated by the com- panies will continue te collect fees. But CPC does not encourage | the public to use its reads. "AH you could do in most | eases is look at the scenery," said a company spokesman. "Everything else comes under fish and game clubs and we have nothing to do with that." But Consolidated has con- structed a couple of picnic sites on its limits on the St. Maurice River, about 100 miles north of Montreal. CIP has the same problem with fish and game leases but it has set up picnic sites in and around Mont Tremblant Park and im the Noranda, St. Maurice and Maniwaki districts. Domtar officials say they are awaiting a report from the woodlands section of the Cana- dian 'Pulp and Paper Associa- tion before taking further steps on public access.
