(CP)-- Yvon Dupuis and Paul Mar- tineau used to stage some heated exchanges during their days on opposite sides of the House of Commons. Today Mr. Martineau, once a Conservative cabinet 'minister and former member for Pon- tiac-Temiscamingue, Que., is to make his final address to the jury as defd@fre lawyer for Mr. Dupuis, former Liberal cabinet minister charged with influence- peddling. Recalling their parliamentary rivalry for a reporter, Mr. Mar- tineau, himself an ex-minister, quoted Mr. Dupuis as cracking at him on one occasion: "An MP who got himself elected by one vote shouldn't talk so much." That, said the amused Mr. Martineau, was in reference to his victory in the 1963 general election, when he won by 6,449 votes to 6,448 for his nearest opponent in a four-way race, First elected in the C in 1958, he served as minister of mines and technical surveys in' 1962-63 and also was. for a time Deputy Speaker of the House. He lost Pontiac-Temis- camingue to Liberal Tom Le- febvre in the general election of 1965. Mr. Dupuis' trial in this East- ern Townships community started March 14. He is charged with accepting $10,000 in ex- change for his influence in sup- port of efforts by a Quebec group to obtain a provincial racetrack permit. Mr. Dupuis, who was minis- ter without portfolio, was asked by Prime Minister Pearson to resign in January, 1965. Mr. Martineau, 45, was asked in an interview why he, as #' former Conservative cabinet ; Department Hits Speeding Ships OTTAWA .(CP)--The depart- ment of transport said Wednes- day that rules of safety and good seamanship are being ig- nored by speeding ships on the St. Lawrence River. A government release said the department has warned all ship- ping of the danger arising from undue speed in the ship chan- nel. | The department urged that all jship masters and pilots note jspeed was a contributing factor in several serious ship collisions on the river last year. Results of formal inquiries into several recent serious col- lisions in the St. Lawrence show that some ships are proceeding at far more than a moderate rate in poor visibility and in redged channels where they may be harder to handle. | "Shipmasters and pilots of | ships . .. Should take particular notice of these judgments which lindicate that the rules of good seamanship are being ignored." ESTABLISHES SERVICE The department also an- nounced it will establish a spe- cial high frequency radio traffic information service to control shipping between Montreal and les Escoumins, site of the de- partment's eastern St. Lawrence pilotage station on the north shore of the river about 20 miles northeast of Tadoussac. The new traffic control sys-| tem, which will have its oper- ations centre at Quebec City, is expected to be in operation this year. The department said all ships intending to proceed above les Escoumins on the St. Lawrence should be outfitted with very high frequency radio-telephone, capable of operation from the wheelhouse, as soon as possible. All ships seeking pilotage services would be expected to be fitted with the suggested equipment by next April. The equipment should have a minimum range of 25 nautical miles for communications with suitably located shore-based sta- tions. As an interim measure, the department plans to purchase sets of "walkie-talkie" radio equipment which will be made available on a rental basis.
