By RONALD LEBEL OTTAWA (CP) -- The emo- ion-packed issue of capital pun- ishment comes to a preliminary vote in the Commons today with a showdown due Tuesday night. Most MPs and political ob- servers predict only that the outcome will be close in the vote free of party lines. Under an order passed unani- mously by the House Thursday night, a roll-call vote must be taken by 8 p.m. EST today on a Creditiste amendment to retain the death penalty for one type of murder. The amendment, introduced a week ago by Charles - Arthur Gauthier (Rober val), affects planned and deliberate murders committed by any prisoner serving a life sentence. Many abolitionists are re- ported ready to vote for the amendment to improve their chances of winning the vote on the main resolution, as amended. ACCEPTS CHANGE Robert Stanbury. Liberal MP for York-Scarborough and one of the four sponsors of the res- olution to substitute life im- prisonment for hanging, said in an interview Mr. Gauthier's amendment is acceptable to him and to other abolitionists. Few murders of the type de- scribed in the amendment had occurred in the past. The hanging debate, inter- rupted a week ago after run- ning through three sitting days, must come to a vote by 9:30 p.m. EST Tuesday. If a second amendment is brought in, it must be voted on by 5:45 p.m. Tuesday. Prime Minister Pearson told reporters Sunday he does not plan to speak in the debate be- cause he believes a speech. by the leader of the government might exert undue influence. Solicitor-General Larry Pen- nell also said he does not in- tend to speak. About 50 MPs are reported | anxious to enter the débate but lall may not be able to speak | Tuesday, April 19, 'Death Vote Finale Due because of the three time limits and time-consuming votes. In the first three days of dis- cussion, 48 of the 265 members spoke--22 for complete aboli- tion, 24 opposed and two unde- cided. By parties, there were 19 Lib- eral speakers, 17 Conservativts, five New Democrats, three Creditistes, two Social Credit MPs and two Quebec independ- ents. If the resolution carries, whether in its original form or as amended, the government is expected to introduce the conse- quential amendments to the Criminal Code. A resolution is merely an ex- pression of opinion by the House. A bill must be passed by both houses befort the de- sired changes become law. The Commons will turn to un- determined government legisla- tion Wednesday, then adjourn at 6 p.m, for a 12-day Easter recess. The session resumes Two non-confidence motions were introduced Friday on the opening day of the six-day bud- get debate, but they will not be voted on until after the recess Russ Volunteer To Aid Viet Cong MOSCOW (Reuters) -- Gen. Alexei Yepishev, political chief of the Soviet armed forces, said today thousands of Russians, in- cluding whole military units, have volunteered to go and fight. with the Viet Cong in South Viet Nam.
