P, Bolahood, the newly elected president of Military Coup Suited To Africans Talents | By JOSEPH MacSWEEN LONDON (CP) --Africans seem to have taken to the tech- nique of military coups with greater gusto than even South Americans. Ghana's military overthrow of President Kwame Nkrumah was) to some extent encouraged by other coups in Africa in the last nine months, in the opinion of some Ghanaian exiles here. Uganda's prime minister, Mil- ton Obote, meanwhile, appears to have pulled off a sort of coup in favor of himself by firing ministers and suspending the constitution. The theory of a chain reaction of coups does not mean that they are necessarily linked or even occur for the same rea- sons, although corruption, des- potism, unemployment and po- litical chaos have been basic reasons. Diplomats say news of one upset can trigger another if} conditions are right All the coups have auccesdet| except in the tiny Central Afri- can country of Burundi, for- merly ruled by Belgium, where army officers failed to over- throw King Mwambusta last} Oct. 18. KING TOOK HINT | More than 100 were killed and | 50 executed. The king took the| hint and has been living in Gen- | eva, Switzerland, since Novem- | ber, enjoying the winter sports Of this year's four coups, two have occurred in former French| territories, the Central African Republic, Jan. 1, and Upper Volta, Jan. 4, and two in for- mer British territories, Nigeria} and Ghana. Last year there were revolts in Algeria and Dahomey, both formerly ruled by France, and Burundi and The Congo, both} formerly Belgian. Algeria, as the .only Arab country involved, is in a cate- gory by itself. But Gen, Joseph Mobutu's coup in The Congo Nov. 25 seems to have been the model and the inspiration for Dahomey, which rebelled Nov. 29, the Central African Repub- lic, and Upper Volta. Virtually bloodless, the over- throws were accomplished with- out much difficulty. Mobutu disillusioned with the Leopoid- ville politicians, took over the presidency and pushed aside the squabbling President Joseph| Kasavubu and Premier Moise Tshombe. GENERALS UPSET Generals in the three smaller) French - speaking countries, whose total population is little more than Ghana's 7,000,000, seemed equally disillusioned with quarrelsome and incompe-| tent politicians. The countries are plagued by unemployment} and poverty. The new regimes of Dahomey) and the Central African Repub-} lic promptly expelled Chinese diplomats. Some sources are) convinced that China and Ghana's Nkrumah tried to ag- gravate the unrest among Nkru- mah's West African neighbors. | Perhaps inevitably, conse- IF YOU ARE THINKING ABOUT LIFE INSURANCE Why Not Call TOM FARQUHARSON SUN LIFE Assurance Company of Canada RESIDENCE: BUSINESS: 668-4371 725-4563 quences were far more tragic when the military Jan. 15 hit Nigeria, which, 55,000,000 people, is the |populous country in Africa. takeover of tary inG with standable, most could: Possibly challe nge Nkru- tary 1 was 5 not initially involved jmah. The cabinet has consid- ered it and there is still discus- sion at the highest levels. How- ever, people close to the topic have no doubt the idea will be accepted. The Senate committee on ag- ing on Feb. 2 recommended a government - mum of $105 a month for single persons 65 and over and $185 for couples. It had been. known earlier that the recommendation had gained widespread acceptance in government circles. Now it's known to have 'taken an even stronger hold.
