Quebec Plans | Track Control -- QUEBEC (CP)--The Quebec government announced plans Thursday to 'establish a com- mission in the near future to govern the operation of race- fracks in the province. Revenue Minister Richard Hyde said some racetrack asso- ciations now are incorporated illegally under the Companies Act. Such associations will have to present a private bill to the legislature seeking legal incor- poration. In future, Mr. Hyde said, 'only associations incorporated according to the provisions of the Criminal Code will be able to hold races with pari-mutuel betting and obtain licences for this purpose." There now are seven race- tracks offering pari-mutuel bet- ting in Quebec. Mr. Hyde said the government intends to grant the necessary charters to per- mit all of them to continue. (AP)-- The annual 500-mile Memorial Day auto race at the Indianap- olis Motor Speedway will be opened next May to medium- size American stock car en- gines, possibly making them competitive to expensive spe- dial racing engines Speedway president Anton Hulman said Thursday; after conferring with U.S. auto club officials, that new rules will in- clude "American stock produce tion block design, single non- overhead camshaft, removable head engines" of not more than 305.1 cubic inches.
