By RONALD LEBEL OTTAWA (CP)--Among the toughest decisions facing the) y: cabinet during the election campaign will be whether to commute all pending death sen- tences to life imprisonment. At present, 13 men and youths are waiting in jail 'death rows" after being convicted of capital murder. Ten of them have execution dates falling during the campaign, starting next Wednesday and ending three days before the Nov. 8 vote. The government had prom- ised to bring the whole issue of capital punishment to a "free vote" in the Commons this year but no action had been taken when Parliament was dissolved Sept. 8. A close vote cutting across party lines had been expected on a private member's bill by Robert Temple, incumbent Lib- eral MP for Hastings South, to abolish hanging.
