But if past per- formance is a guide, Heath is the Tory most likely to suceed in ousting Labor at the general election expected within a year The 48 - year - old bachelor, 'elected to replace Sir Alec Douglas-Home as party chief in a poll of Conservative MPs Tuesday, is a man of action who revels in the challenge of practical political problems. "The aim of politics is to se- cure action," he told a conven- -tion of public relations men at Eastbourne last March, "and it is on the dynamism of the in- dividual that action depends." Although the stocky, dapper leader has headed the Tory pol- icy-mapping committee since Labor's victory last October, his record marks him more as' a pragmatist than a philosopher in politics. Speaking at Oxford on Brit- ain's world role early this year, Heath declared that despite diminished wealth, Britain could maintain worldwide influ- ence "through clear - sighted ness, determination and the forcesof personality." Heath has employed these qualities in his rise to the top from a book-loving boyhood. in the Kent resort town of Broad- stairs, where his father was a construction jobber.
