Plan Leaps Into Stage Of Approval By RONALD LEBEL OTTAWA (CP)--The Canada Pension Plan cleared a major hurdle in the Commons Thurs- day night and seemed likely to get final approval today or Monday. After 20 days of debate dom- inated by the Conservatives and Creditistes, the House wearily completed clause - by- clause study of the massive 125-section bill. That left only the third read- ing stage, which seldom takes up more than one sitting be- cause more stringent rules limit speeches and amend- ments. Only the 13 Creditistes and Conservative backbencher Clif- ford Smallwood (Battle River- Camrose) have announced they will yote against the contrib- utory scheme. They may be joined by a few Conservative and Social Credit MPs. Liberal backbenchers thumped their desks and a few patted Health Minister Judy LaMarsh on the back after the Commons approved clause one --the title -- and reported the bill for third reading. Creditiste House Leader] Gilles Gregoire aaid his group intends to move an amendment today calling for payment of $100 monthly old age assistance to all persons aged 65 and over, Such an amendment likely would be ruled out of order because it would increase government expenditures. ~ Mr. Gregoire said the amend- ment also will seek two separ- ate. votes on third reading--one on contributory pensions and one on old age security. Creditistes Call 'Fraud' He was among seven Credi- tistes who spoke Thursday in a last-ditch attack on the com- pulsory contributory plan. They called it a new tax, a "national fraud" and a Commu- nist-inspired device to transfer private investment capita! into the hands of the 10 provincial governments.
