It's been more normal for it to be viewed with suspicion on the one hand, or to be looked upon merely as a source of handouts on the other. But director Roger Dion hopes a change is in store. "To some people we are just an e¢asy source of money," he says. "To others, especially the overning bodies of some of the less popular sports, we are part of a sinister plot to take over their jobs. "We've got a bad image from either side, but after three years of operation we've been getting acquainted with people and, With our expansion this summer, should come of age this year." Set up as a branch of the health department to "encour- age, promote and develop fit- ness and amateur sports in Can- ada," the directorate has rather limited power to initiate pro- grams. ' "We can't push anyone. We can't take over any operations. All we can do is advise and help out financially when other groups decide on their pro- grams." BUDGET GROWS The directorate started with a $1,000,000 budget in its first year, and has had it increased by that amount each year. It is running on a $3,000,000 budget for the present: fiscal year end- ing March 31, will go up to $4,000,000 next year and reach a limit of $5,000,000 for 1966-67. About 70 per cent of the bud- get goes for training programs at the college level, coaching clinics and training camps, pro- duction of training manuals and films and grants for competi: tion. But Dion, 38, a former Univer- sity of Ottawa lecturer and rec- reation consultant, expects the big change to come when his staff is filled out. At present there is one official assistant di- rector, Jean Carmichael, an Ot- tawa native who deals with universities on grants for schol- arships and fellowships.
