Barrand, Esq. City Clerk, 50 Centre Street OSHAWA, Ontario. EXPLANATION OF PURPOSE AND EFFECT OF BY-LAW 38-65 By-law 38-65 amends the present City of Oshawa by- law requiring the owners of land used for certain purpos- es to provide off-street park- ing. It amends the present by-law by changing the de- finition of "total floor area" so that the following areas shall no longer be considered in calculating the totol floor area of a building for the purpose of determining the amount of off-street parking to be provided: 1) the area of covered malls used only as pedestrian walkways. 2) the area of any part of a bonk, groceteria or retail store which is devoted to the permanent storage of goods, unless such bank, groceteria or retail store is located in a planned shopping centre having a total floor area of more than 35,000 square feet, The effect of the by-law will be to reduce the present off-street parking require- ments of the by-law in the case of covered malls, banks, groceterias ond retail stores by reducing the floor area on which such requirements are calculated.
