This seems. to |suggest his political position has |solidified at home to the point |where he can undertake hard jbargaining with the West. | There is plently on the world table for discussior. with Prime Minister Wilson: The war in South Viet Nam; the United Nations financial vrisis; the pa- ralysis in disarmament and the constant threat that some acci- |dent could bring a nuclear holo- |caust Opposing pressure from his own left wing, W son has sup- ported the United States in South Viet Nam. Undoubtedly jhe would be prepared to at- tempt to influence the U.S. to- wards a more conciliatory atti- jtude if Kosygin snould indicate jmore readiness to yield from his own position of fully endors- jing the. Foreign Secretary Michael Stewart says he is willing to consider the possibility of get- ting the five. atomic powers-- Soviet Un-on, Britain, |France and China--into a spe-|! jcial conference to end the arms jrace. But Britain faces the dif- jficulty. that the U.S. does not |recognize the Peking regime and could not do so under cur-| jrent conditions w.thout jloss of political prestige. When Wilson and Kosygin) meet, perhaps in late spring, | the problem of dealing with Chi- nese plans and policies will likely loom as large as those of | the U great The rise of Kosygin and the} downfall of Nikita Khrushchev) has not healed the. Moscow-Pe-| |king, rupture. Differences re-| /main and there is some feeling in British circies that these dif. | ferences may grow | Wilson may play on this point.
