It still isn't over, because this jsame session will be renewed |Feb. 16 when the politicians re- turn to complete the Canada legislation, pos- sibly the most significant social development of this generation. There are other leftovers, too. The maple leaf flag hasn't been flown. That will come early in the New Year after the formal proclamations have been carried out. A judicial inquiry still is in- vestigating the allegations that ministerial aides tried to bribe or pressure a Montreal lawyer into allowing bail for a man fac- ing deportation to the U.S. on narcotics charges. Those allegations, levelled 'in the House during the tumultu- ous week of Nov. 2, have been built into a major political crisis that could perhaps plunge the nation into another general election. OPENED QUIETLY When the session opened last Feb, 18 there wasn't a hint of the explosive path ahead. The House spent hours arguing aim- lessly about weapons raids on Quebec armories and the se- curity steps the army took to prevent them. The Creditistes raised a fuss over Air Canada's rejection of the French Caravelle jetliner but got nowhere with it. Other minor items dotted the spring calendar. The Conserva- tives and Liberals exchange in- sults again and again over which party had coddled Hal Banks, the deposed boss of the Sea- farers' International Union (Ind.) who later skipped the country to avoid a five-year pri- son sentence. TEMPO STEPS UP Suddenly, without. warning, the political infighting stiffened and the tone of the session was set when opposition members dragged out an estimates de- bate and wiped out a planned Easter recess. Then came the flag issue and seven long months of turmoil, broken by occasional spurts of action on other legislation. Somehow these major items managed to get through the mill: 1. A bill setting up 10 inde. pendent commissions that will reshape federal ridings in each province in line with the decen- nial census. This removes the task from politics, ending 97 years of wrangling over redis- tribution. guaranteeing interest-free bank loans of up to $1,000 a year for five years to needy students. 3. Youth allowances, a $10 monthly payment to youngsters aged 16 and 17 who remain at school. This is to discourage dropouts. 4. Approval of the Columbia River power development treaty with the U.S. 5. Establishment of a 12-mile fishing limit, formerly three miles, to protect inland fisher- ies from foreign fleets.
