Postmaster Bob Reid said Christmas seals and other charitable stamps must not be affixed to the front of any let- ter or parcel because letter and parcel sorters often become con- fused and mistake them for stamps. He said that in past years only a few letters and parcels wtre mailed with Christmas seals attached to the front, and postal authorities were able to handle them. But this year, because of the volume, authorities are return- ing the mail. "We don't want to send them back but we have to," said Mr. Reid. 'Postal regulations re- quire us to return this type of mail." ~ He said the problem was be- ing encountered across Canada.
