A spokesman for the organ- ization said Wednesday Mr. Roblin revealed for the first time Tuesday, at a closed meet- ing of the cabinet and chamber representatives, that he has urged the Carter commission on taxation to recommend a con- stitutional amendment. The amendment would allow the provinces to impose this form of indirect taxation. A turnover tax is a tax on the sales of a business, part of its total turnover. Thus, the tax money is included in the price a consumer pays a retailer rather than added to it, as-is the case with a retail sales tax. A turnover tax involves fewer '|calculations for a retailer than a sales tax does. Under a sales tax a retailer must calculate the percentage of tax on each article sold. The spokesman said Mr. Rob- lin agreed the turnover tax would be preferable to a retail sales tax--which the business organization opposed in a@ rese olution passed at their annual meeting last April. Paul Tremblay, Canada's per- manent delegate to the UN, was called back to Ottawa Wednes- day to be briefed in prepara- tion for the meeting. The meeting follows a session which decided the force should be used to help enforce the cease - fire shakily arranged among the Greek, Turkish and Cypriot governments. The result of the meeting may also indicate what steps can be taken to widen and strengthen the authority of the peacekeep- ing force of nearly 7,00 men, of whom 1,100 are Canadians. Martin told the Commons Wed- nesday that Antonio Barrette, Canadian ambassador to Greece, after being in Ottawa for consultations, is returning to his post in Athens and '"'will be seeing the government of Greece with regard to some matters we have been discuss- ing with him here in Ottawa." GIVEN MISSION External Affairs Minister} An informant said. Tuesday] Plan Power Extension For UN Cyprus Troops Mr. Martin had given Mr. Bar- rette an important mission to perform in. Athens. Its nature could not be ascertained. Opposition Leader Diefen- baker and Mr. Martin both praised Mr. Barrette, former Union Nationale premier of Quebec who was appointed to the diplomatic cops by the Diefenbaker government. } Mr. Martin told Wallace' B. Nesbitt (P X-- Oxford) that he and the government have been in .touch, through diplomatic missions here and abroad, with other countries "who we feel share our view" in trying to persuade Archbishop Makarios of Cyprus--as Mr. Nesbitt put it--"'to be more agreeable" to let UN patrols roam the island widely. Canada had suggested that to- day's meeting be at the level of foreign ministers, but all of them were not able to attend. The other contributors to the force are Britain, Denmark, Finland, Ireland and Sweden. "Not .only will the Canadian representative (Mr. Tremblay) do everything he can to see that the powers are extended but . . . he has done this now for many weeks," Mr. Martin said.
