Dr. Dymond said in interview Tuesday his first reaction to the report of the royal commission on health was "breath-taking" The seven - member commis- sion headed by Mr. Justice Em- mett Hall of The Supreme Court of Canada, in a report jssued last Friday, urged a compre- hensive, government - spon- sored, prepaid health insurance plan that would be available to all Canadians, regardless of lage, condition, place of resi- dence or ability to pay. Dr. Dymond said if such a plan "is the trend of our times, we must determine to make it succeed," He said although Ontario's proposed medical health plan is philosophically different from the one proposed by the royal commission, "our thinking is not completely incompatible." He said any proposed nationa| plan must be operated by the provinces which would set up their own priorities in imple- menting medicare plans. He said he thought private jcompanies should be given the chance to do the job "if it's proved beyond the shadow of a doubt they can run it as well, as efficiently and as economi- cally as the state." Ontario's plan was rejected by the royal commission. He said the department now has a fairly clear chart of the policy, roles and equipment re- quirements of the armed forces. The department now hoped to get on with the ordering of spe- cific items of weapons and equipment as quickly as it could. It planned to let indus- try know of these requirements as soon as decisions were made and at the same tite keep in- formed on the defence indus- try's research and development plans.
