He also told the Commons railway committee Monday that the publicly-owned Air Canada and privately-owned Canadian Pacifi¢ Air Lines are making "real progress" towards his ob- jective of a single integrated plan for their international air services. He said he just sent a letter to the presidents of the two air- lines congratulating them on their progress and asking for a further report by Sept. 1. But one of the presidents, Gor- don R. REACH AGREEMENT Mr. McGregor -said agree. ment in principle has been reached with CPA on intef-line co-operation, whereby the two carriers will steer business to each other on_ international routes where they are not com- peting. TCA and CPA have also agreed to end their fare differ- ential on trans continental routes. A team of experts from each airline is meeting today in Van- couver to consider other means of co-operation on international routes, he added. They are acting under a gove ernment guideline calling for a single integrated plan for Air Canada and CPA on interna- tional routes -- by amalgama- tion, by partnership or by clear diviston of world routes. TO STUDY ROLE The forthcoming meeting be- tween Mr, Pickéfsgill and the regional carriers is expected to look into the government's pro- posal that regional carriers be given a "reasonable role" in serving area travel needs with- out government subsidies. In achieving this, Mr. Pickers- gill has indicated that regional carriers are better able to han- die the regional role than na- tional aiylines. He also said he had ne plans to turn over some of TCA's regional operations to the smaller carriers. Mr. McGregor told the com- mittee that he felt Air Canada could serve regional needs as well as the smaller airlines. He said he strongly disagreed with any suggestion that a na- tional airline is not Suitable for serving regional routes. advanced by individuals pursu- ing their own ideas rather than. by organized teams of scientists. The vupponents also argue that research centres of this sort would be more effective if es- tablished in underdeveloped countries where they would be closer to the diseases under study. Plans for the centre were first made public at the W.H.O. con- gress last March.
