20 THE OSHAWA TIMES, Friday, June 12; 1964 Chancellor's Residence Target Of Controversy ' H BONN (AP)--In his new offi- cial residence West German 'Chancellor Ludwig Erhard is going to live like a bee on a jhoneycomb, or maybe like a tmole in .a hole. On the other hand, he will have big glass- Qwalled reception rooms and a road terrace overlooking the ine. It all depends on your point 'of view. ' The chancellor's $500,000 bun- | era has been a target of 'political snipers for the last six gmonths. Now a few reporters 'have been allowed to look it 'over for the first time. The "political shooting has grown even hotter, but anyone with a ireal gun will be wasting his time: The chancellor's private rooms have no windows. "He doesn't want anyone to see him in his pyjamas," one official explained. It's a flat-roofed, one-storey house of glass and yellow brick, set among tall trees on the lawn of the Palais Schaumburg, the chancellor's office. With luck, Erhard will be able to move in by October. SMALL SWIMMING POOL The house consists of two squares that touch each other at one corner. The smaller, yellow brick square is 66 feet on each side. It contains an even smaller square -- eight rather boxy rooms for the chancellor and his wife Louise, built around a little swimming pool. The swimming pool measures only 10 feet by 20 feet. One newspaper suggested that Erhard, known in Germany as might flood the place ever time | he took a dip. | The roof is open over the, pool, giving the only natural light to this part of the house. "Erhard will be living like a' mole!" read the top headline in' Bildzeitung, West Germany's, most widely-read paper. | "A honeycomb," commented) Der Mittag of Duesseldorf. "Ludwig Erhard is the father of the economic miracle. As chancellor he deserves another! kind of house. A better one." | COST OF HOME | Before reporters were al-| lowed a look, the attacks had been levelled at the cost of the work. Erhard's "economic mir-' acle' is based on holding the} line against high prices, rising) Der Dicke wages and mounting govern-| (the Fat Guy), ment expenditure. Was it hold-| Match In The Haystack ing the line, the papers asked, | to spend all that money on a new official residence? Erhard countered indignantly that his private rooms would) occupy no more space than is Brings Flaming Finish [normal under the public housing OTTAWA (CP) -- After a day of rambling through the intri- eacies of agricultural credit, someone in the Commons threw a match in the haystack Thurs- day night by mentioning patron- age. Until then, the day-long de- bate on changes in Farm Cre- dit corporation lending facilities had been calm and cool, but the patronage issue provided the sitting with a flaming fin- ish. At one stage half a dozen members struggled for the floor. It was Charles-Arthur Gauth- fer (Creditiste--Roberval) who brought up the subject--he said many farmers in his riding are rejected for loans because they don't belong to the party in power--but the hottest exchange involved the subject of legal ad- visers for the corporation. Hugh Horner (PC -- Jasper- Edson) charged that political patronage is involved in the granting of legal work by the corporation. Agriculture Minister Hays quickly jumped into that fray. When the Conservatives came to power in 1957, he said, they cut off all work for lawyers then employed by the corpora- tion. THERE'S NO CHANGE Furthermore, he added, there has been no change in the sys- tem. Mr. Horner shouted back at the minister. "For heaven's sake, that's absolute nonsense, an outright prevarication." There had been a reduction in the number of lawyers em- ployed, said Mr. Hays, but no change in the system. David Pugh (PC -- Okanagan- Boundary) said Mr, Hays didn't know his aspidistras from holly- hocks. Meanwhile, the agriculture minister had a full reply ready for the initial charge by Mr. Gauthier. The 1961 census show there were 1,244 farmers in Mr. Gau- thier's riding, he said. In the) last fiscal year, loans went out to 121 of them. That worked out at a ratio of 1-in-10; in Saskat- chewan it was 1-in-40. Prior to this, members of the Conservative, New Democratic and Creditiste parties called for fm fixed interest rate of five per went on all loans granted by the corporation. Under the amend- ents, the interest rates on Joans up to $20,000 would be five per cent, and above that the rate would fluctuate. FORECASTS CHANGES When Ed Nasserden (PC -- Rosthern) asked whether the government plans to propose a higher interest rate on farm im- provement loans, made under other legislation, Mr. Hays said that amendments to the farm | cation whether interest rates would be affected. Creditiste Leader Real Caou- ette said his group would pro- pose an amendment providing a; fixed rate of five per cent. Stan- ley Korchinski (PC -- Macken- zie) said some farmers may be deterred from borrowing be- cause of the fluctuating rate. | New Democratic Party) Leader T. C. Douglas said 6%| or 6% per cent would be a| "pretty stiff rate,"' and he could) see no need for split-level in-| terest. | Jack Homer (PC -- Acadia) | said that the amendments don't | solve the basic problem of farm} credit--getting the money into| the hands of small operators) who need to improve their lots. | Fifty-five per cent of loan ap-| plications were rejected, and these were the people for whom something should be done. He said the amendments were "the millionaire's approach to the| problems of agriculture." | This is true of the strictly) private quarters, but the other part of the house--the larger, glass-walled square--is consid- erably bigger. It measures 80 feet on each side. This will be as big and open looking as the private rooms are small and fortress-like, This part of the house is of- ficially designated as being for his public duties.
