The computer now is being used only a few hours a day while engineers conduct tests, but will go on full-time duty within. a month. Eventually, all 700 traffic lights in Metropolitan Toronto will be controlled by the com- puter, bringing a 20- to 30-per- cent speedup in traffic, the equivaent of widening all four- lane arteries to six lanes. But officials say widening one mile of road would cost more than the computer. The computer gets results by picking up information about traffic patterns from magnetic sensors buried in roadways, considering the information and controlling stoplights for the best flow of traffic. Since it can do two or more jobs at once, it will also save the city money by keeping rec- ords for various departments and doing other municipal du- ties, 36--Legal UNITED NATIONS (AP)--A South Vietnamese spokesman at the United Nations says his gov- ernment wants border talks with Cambodia and would wel- come UN help to arrange them. Pham Khac Rau, charge d'affaires of the South Vietna- mese embassy in Washington, stated this position in an inter- view Wednesday night after the Security Council opened debate on a charge by Cambodia that South Vietnamese raids across its border constituted aggression by South Viet Nam and the United States. Rau denied the aggression charge, He said the border in- cidents arose because the Viet Cong Communists fighting to overthrow his governnient "have been able to use Cambo- dian territorial sanctuary." South Viet Nam's foreign ministry issued a communique in Saigon today accusing Cam- bodia of failing to co-operate in settling the dispute. WOULD PERMIT DEBATE With the Soviet Union and 5.
