WHITBY And DISTRICT Whitby Bureau Office 111 Dundas St. West Manager: John Gault Tel. 668-3703 WILL DISCUSS IT Bevan Says Council Ignoring Consultants Whitby Town Council was ac- cused of ignoring the $3,000 1963 Stevenson-Kellogg Management Consultant's report by Council- lor George Bevan Monday, He asserted that, according to the report, the Personne! Com- mittee has no responsibility in recommending engineering con- sultants for the elimination of the. Dovedale pumpng_ station (as it was authorized to do by Council March 16). He also said that Monday's Personnel Committee recom- mendation that the town engin- eer engage the engineering con- sultants with approval of the Sanitation Committee would in- troduce two diverse policies with respect to the engineer's duties on this matter. | Councillor Bevan moved that the March 16 Sanitation report item be rescinded and that Mon- day's Personriel Committee re- port item with respect to the hiring of the engineering con-| sultants be deleted. He also moved that "the Town Engineer be authorized to engage the necessary engineer- ing services for design and spe- cificatons for the elimination of} the Dovedale pumping station) and that he submit this recom- mendations to the Committee as to what firm will be engaged'. "It's a question of eliminating the pumping station," said Councillor Edwards. "Let's get the station done -- then we can alter the report." Most councillors agreed with \that consultants be engaged to "As Bylaws Chairman my Committee is now undertaking revisions to the Procedure By- law 2294, but I have no intention of proceeding with this project until I know where I stand on this Stevenson and Kellog Re- port. Let us settle this matter once and for all, and also let the taxpayer know whether or not he received good value for his $3,000, the cost of the Re- port." Councillor Bevan then referred to. the item on _ Personnel Committee report of March 16, when they made their recom- mendation concerning con- sultants: , "This item reads as follows: | 'Your committee recommends} engineer the sewer project and that the Sani'ation Committee be, authorized and empowered to approve the Town Engineer's recommendation as to what firm will be engaged." "The Personal Committee is a special committee set up to deal with Union Contracts and personnel matters concerning} employees only. It has no re-| sponsibility whatsoever for} recommending the engaging of| engineering consultants. This matter first became fouled up when the Sanitation Committee, at our March, 16 Council meet- ing, brought in a report recom- mending 'that the Personnel Committee engage the neces- sary engineering services for the Dovedale Pumping Station'. "I strongly objected to this ad clearly pointed out to Coun- cil that dealing with engineer- ing consultants was the respon- sibility of the Town Engineer. I was voted down and Council adopted the Report. "Now to add to the confusion, if this item of this Personnel Committee Report is adopted we will have two different pol- icies on this very simple matter of the duties of our Town En- gineer: (1) "That Personnel Commit- tee engage the engineering con- sultants. (Approved March 16.) (2) "That the Town Engineer undertakes the engaging of the engineering consultants and Sanitation Committee approves. "To get the matter on the tracks again, and to avoid any more waste of time, I move That this Item of the Personnel Committee Report be deleted, that Item 2 in the Sanitation Committee's Report, approved |by Council March 16 be res- cinded, and the following item be included in a_ Sanitation Committee's Report: Your committee recommends that the Town be authorized : : necessary engineering service for design and specificatioris for|) the elimination of the Dovedale Pumping Station, and that he submit his recommendations to the Committee as to what firm will be engaged." Councillor Bevan's motion was voted down. Mr, Edwards as a recorded vote on the motion registered, only two nays, 'that of Councillors Bob Ajtersley and Bevan. AGREE TO MEET But Councillor Bevan succeed- ed in persuading his fellow councillors to meet at the end of April for discussion of the Stevenson-Kellogg report. A second motion, calling for a study of the report by all coun- cillors and a "fuli discussion" of the report at a Council meet- ing to be called in the last week of April, was passed by Council.
