&. THE OSHAWA TIM8S, ednesday, March 4, 1964 'Bicultural "Probers-To Barnstorm OTTAWA (CP) -- The 10- member royal commission on bilingualism and biculturalism announced Tuesday that it will hold informal, meet-the-people sessions in more than 20 cen- tres across Canada beginning March 18. The meetings will be some- thing new for federal royal com- missions. Instead of the sub- mission of written briefs, they will feature panel discussions and question - and - answer pe- riods. The commission plans a three- month schedule of informal) meetings to preparet he ground- work for the formal hearings in} each province expected to be-| gin in September or October. The commission will split up in two panels to cover more ground. OPEN MARCH 18 The first two regional meet: | ings will take place March 18, in Sherbrooke and Trois - Ri-| vieres, Que. The next meetings| will be in London and Sudbury March 25. Remainder of 'the schedule still is under review and will be announced later. Representing the commission in Sudbury will be co-chairman} Davidson Dunton, Mrs. Gert-) rude Laing, Jean Marchand,| Royce Frith and Paul Wyczyn-| ski | Each regional meeting will) last a full day, Representatives) of local organizations will be in- vited to the morning and after-| noon sessions and the general public will be invited to the evening sessions. At evening sessions, anyone in the audience will be per- mitted to voice personal views and ask questions of the com- missioners. Money Lack Irks Colleges President Says. TORONTO (CP) --_ Tension) exists between the provincial! government and Ontario uni-| versities because the universi-) ties feel they are not being given enough money, J. G. Ha-| gey, president of the University| of Waterloo, said Tuesday. Mr. Hagey said that although) government grants to universi- ties have risen from a "few million" 10 years ago to $101,-) 000,000 in the current budget. | grants in the last two years) have been $65,000,000 less than/ the universities said they) needed. | He told the annual meeting of| the Ontario Municipal Electric| Association that this meant that; eiher the universiies were ask-| ing for too much or would be| unable to accom te big en-| rolment increases in the next 10 years. | He said the provincial govern-} ment has recognized the ur-) gency of the situation, but "'ap-) . pears to be now demanding that the universities resort to the use of temporary quarters and) facilities." | Mr. Hagey said, however, the) blame was not all the. govern-/ ment's. Universities have failed to} work closely together to give) the government a coniposite| and united view of their prob-/ lems, he said, and there is a great need for an organization) that is truly representative of all Ontario universities. The association Tuesday voted| to ask the Ontario Hydro-Elec-/ tric Power Commission to study) a.plan which would divert the! Harricanaw River into the Great Lakes to help o:fset low) water levels. The Haricanaw has its source in Quebec and flows northwest, | emptying into James Bay about) 10 miles west of the Ontario-| Quebec border. | The resolution, presented by W. A. Davies and W. R. Tom- linson of Port Elgin, suggests a diversion proposed in 1960 by; Thomas Kierans of Sudbury Mr. Kierans called for con-) struction of three plants in} northeastern Quebec rivers to) supply power to pump the Har- ricanaw over the Northern On- tario divide. It would then flow through the Mattawa River.) Lake Nipissing and the French River into Georgian Bay Delegates tabled for examin- ation another resolution .asking that control of Ontario Hydro be placed in the hands of munic:- palities which distribue hydro power NET EARNINGS By THE CANADIAN PRESS | British Columbia Forest Products Co.
