Cahill, director of operations, told the Chamber of Commerce Civic Affairs committee early in Feb- ruary. "With a $244,000,000 (assess- ment) business to operate we can't afford the luxury of mis- takes, nor can we afford the time to remend them," he said. "To the extent that we plan fn advance, that we review every facet of an operation and all its implications before we start -- to that extent we shall be successful in an efficiently- run operation," he said. As-director of operations, Mr. Cahill co-ordinates the work of three city departments: engin- eering, board of works and parks. GOOD STEP "It's a good step to co-ordin- ate three departments," he said in answer to a question, "but it's not the final step. You can't run a business with 20 depart- ment heads reporting to a Board of Directors (city council)."' Here are excerpts from Mr. Cahill's talk: I am confident that the fu- ture of Oshawa is a big one -- this is an industrial area with an industrial future. We are lucky that we have the time if we will use it to prevent the continuance of the uncontrolled sprawl of Toronto spilling over into this area. The evidence of this growth is not only potential but actual -- Lake Ontario "teel costing some $10,000,000 is just outside our boundaries -- there is little or no development possible west of Toronto -- north of Toronto communications by road, rail or water are second class com- pared with ours -- development must be eastwards, Are we ready for it -- is our machinery ready to deal with it -- if not let's look at the ma- chine and get the new parts -- we must. have our assembly lines ready for the increase of production -- we must recon- struct our municipal home to be ready to take advantage of the great expansion which is com- ing to this city which {fs more to us than merely a city -- it is our home, Oshawa became a city in 1942 '-- its population then was 16,000. Today, 40 years after, its population is nearly 66,000 an increase of over 300 per cent. Its tax assessment when it be- came a city amounted to $10 million -- today it is $244 mil- lion -- an increase of 2000 per cent, These are astounding figures but they do not tell the whole story of the development of this City. In, the last 10 years the population has increased by nearly 50 per cent and the tax- able assessment by 450 per cent. Gentlemen, by any standards, running the City of Oshawa is big business. In its early days Oshawa was a nice handy size city -- its business was limited -- every- one knew everyone else and a friendly easy going atmosphere no doubt pervaded all aspects of municipal government. I have no doubt that General Motors ms those days under Sam Laughlin's personal treo was also a friendly person and family-like affair. And the rules and systems that ran a city and a company in those easy non- competitive days were simple and uncomplicated. But with the changes and ex- panvions that have taken place Oshawa City no more than Gen- eral Motors can hope to carry on efficiently unless the change of operations is reflected in the change of systems. It is obvious that the days of simple control have long since passed and with the complexity ra the operation of the city business reaching this standard it is obvious that an overall co- ordinating control is required. This then is primarily my job -- to co-ordinate the activi- ties of the departments under my control and to ensure that each works efficiently and smoothly with the others. It is obvious that there is need for an overhaul of the municipal machinery -- just as the assembly lines of General Motors in 1924 would be com- be iooked ai io see how - quately it performs under completely altered operatio: al conditions. This is the situation which we must resist and the mentality which we must abolish. Twenty- thirty years ago each section of the City was an island to itself, it didn't impact much on the others and if co-ordination failed or didn't exist, it didn't matter a whole lot -- it was a small op- eration and errors could quick- ly be remedied, today it is a different story and with a $244,- 000,000 business to operate we can't afford the luxury of mistakes nor can we afford the time to remedy them My immediate problem is to obtain the working of such a plan for the departments under my control and I am hopeful that when this has succeeded that these departments will be models of economy and effi- ciency -- giving the public the highest possible value for its tax dollar and making an oper- ation something of which we are proud and want everyone to see.
