Seaway traffic growth, a spe-| cial Senate subcommittee was told Wednesday. | Two U.S. government wit-! nesses testified that under American law most military and subsidized food cargoes must be carried in American bottoms. If these carriers are not available on the Great Lakes, the government must look elsewhere. "There are very few Ameri- can-flag ships serving the Great Lakes," said Vincent Caputo. defence department transport policy director. "These ships cannot offer very frequent sail- ings to the various areas to which military cargo is sent." Caputo argued that the Pen- tagon is making the maximum use of the seaway under exist- ing circumstances -- and so far has saved at least $500,000 in transport costs. He cautioned shippers against depending too heavily on the Pentagon for sea- way traffic. However, if Great Lakes ports "could attract more commer- cial cargo for Ameican ship- ping, including cargo now car- ried on foreign-flag vessels, the number of American ships sail- ing from the lakes would un- doubtedly increase," he said. This tends to reduce the distance in- land from which it is economi- cal to route exports via the sea- way, Ogren said. The subcommittee is investi- gating charges that U.S. rail rates and other "inequities" are designed to favor inland traffic to the U.S. Atlantic and Gulf coasts rather than to the Great Lake and seaway. The UAW also called on Chrysler to give laid off Stude- baker workers "preferential hir- ing nights."' Studebake announced Mon- day it would halt auto assembly operations at South Bend and henceforth make its cars at Hamilton, Ont.
