THE OSHAWA TIMES, Thursdey, December 5, 1963 17 Trade Board UrgesCombined Tax Watchdog OTTAWA (CP) -- The forma- tion of a federal-provincial sec- retariat' to co-ordinate the en- tire Canadian tax system was' suggested Tuesday by the Board of Trade of Metropolitan| Toronto ; It should have as its| primary responsibility the task} of considering and advising on| proposals designed to take into| account the varying circum- | stances and objectives of the| different governments," the) board said in a brief to the} royal commission on taxation. | "Its terms of reference should extend to taxation in relation to the economy of the country as/ a. whole at all levels of govern- ment."' While no constitutional changes were suggested, John W. Graham, vice-president of the board's taxation committee, said the secretariat should rec- emmend taxation methods that would accommodate both levels of government It was vital to the economic health of the coun- try that there be full co-opera- tion between governments. "The tax burden on the Cana- dian economy has become so heavy that it cannot fail to have serious and unnecessarily ad- verse effects on our economy if our taxes are not properly co- ordinated," said the brief "While it is desirable that di- rect taxes be dealt with by only one level of government, it may be that, in the event, one or more of the direct taxes will come under two levels of gov- ernment." Commission Chairman Ken- neth Carter said the proposed body appeared similar to the federal provincial economic council suggested by Premier Roblin of Manitoba. While the commission was interested in such a proposal, it was "beyond our job." Judge May Quit Ontario Police io Pol Commission TORONTO (CP) -- Judge Bruce J. S. }acdonald, 61, ex- pects to resign soon as chair- man of the Ontario Police Com- mission to resume judicial dut- les. Attorney-General Fred Cass said he wanted Judge Macdon- ald to stay on with the com- mission but there is 'some pressure from justice depart- ment officials in Ottawa to re- turn him to the bench because of the shortage of judges" Judge Macdonald was named commission chairman in March, 1962. Mr. Cass said no replacement has been considered yet but added: "Something has to be done soon. about the commis- sion. It must be a full - tlme job."
