Pulp, Paper Group Urges Tax Changes OTTAWA (CP)--Headed by a major reduction in corporation| ' taxes, a series of tax cuts was recommended today by the Ca- nadian Pulp and Paper Asso- ciation which advocated the moves as a means of stimulat- ing economic growth. The first recommendation of the association, in a brief to the royal commission on taxation, | vas that corporate taxes be set) at a flat rate of 40 per cent, | including provincial taxes. The federal rate now is 50 per cent on incomes over $35,000 and 21 per cent on figures under $35,- 000, Provincial taxes add one or two percentage points to these rates. Since the bulk of corporate tax revenue is gained from the higher bracket, this proposal wou'd mean a decrease of $259,- 000,000 in revenue, the bricf said. But the association ad- vanced additional recommenda- tions that would change this, It suggested that an "equali- zation tax" he imposed on divi- dends paid to foreign investors to bring their tax rate to the same level that applies to cor- porations in their own countries Based on 1962 figures, said the brief, this would add $127,009.- 000 to federal revenue. However, the present wita- hokling tax now applied to the dividends of foreign . investors shou'd be eliminated--it is "dis- criminatory'? -- and this would cost the revenue department $75,000,000. WOULD LOSE The rev nue department would lose another $358,000,000 by treating corporation tax as a deduction at source on per- sonal dividend income. "The investor, in computing taxable income, would add the corporation income tax at the current rate to any dividend re- ceived. . { the credit was in excess of the personal tax liability, the taxpayer would be entitled to claim a refund. This would be coupled with the elimination of the present 20-per-cent dividend tax credit, which would 'add $179,000,000 to revenues. : The end result of ail the pro- posals would be a loss of rev- enue totalling $366,000,000. The association said it was confident these measures would exert enough upward leverage on the economy to "make a sub- stantial contribution" toward re- covering the lost revenue: Full| recovery could be achieved by a five-per-cent increase in the gross national product. Milk League Happy With Policy Change LONDON, Ont. (CP) -- A change in federal dairy policy on butterfat earlier this year may have created some hard- ship for some fluid milk produc- ers but it has done more good than bad, says Laverne Dia- mond, vice-president of the On- tario Whole Milk Producers League. Speaking Tuesday ta the an- twal meeting of the London Dis: trict Co-operative Milk Produc- ers, he said much fluid milk has been diverted to cheese pro- duction and preliminary esti- mates show an additional 4,000,- 000 pounds of. cheese will be manufactured in Ontario this year. Up until May of this year, fluid milk producers received a 1414-cent - per - hundredweight subsidy on butterfat. A change in federal policy lifted the sub- sidy in May. Mr, Diamond said more re-| search is needed to find more| ways and means of using dairy} products in Canada. He said| Canada spends $4 per capita on} research compared to $24 in the| United States and $28 in the United Kingdom. Water Boiling Vote Issue At Jarvis JARVIS (CP)--Water is go- ing to be a boiling issue here for the next year at least, sug-) gested Town Clerk Howard) Crouse Tuesday. He said town council is still| working to get a definite figure on the cost of installing a mod- ern water and sewage system. "I think it will take another year to get it all done and give the people an opportunity to vote on it," he said. Dr. Michael Krawetz, medi- eal officer of health, last week reported that 35 of 36 wells tested had been found polluted, 30 per cent with human waste. He said Tuesday the town's 800 residents are still being ad- vised to continue boiling water until the water situation im- proves. Town council was returned by acclamation at last night's nom- ination meeting. Both they and the 150 resi- dents who attended protested recent press reports of the town's: water problems.
