Louw, 72, became foreign min- ister in 1955 in the government of the late Johannes Strijdom. He continued to hold that po- sition when Hendri Verwoerd became prime minister in 1958. In a statement, Louw said: "On Thursday, Nov. 21, it will be my. birthday, and this is therefore an appropriate time to announce that I have in- formed the prime minister of my intention to retire from the cabinet on Dec. 31." For six months there have been. persistent rumors Louw was about to resign. These were fed by the announcement last September that he would not at- tend the current United Nations General Assembly in New Yor --the first he has missed in five years. Louw is considered one of the most ardent defenders of South Africa's apartheid (racial sep- aration) policy. In October, 1961, he.was cen- sured by the United Nations General Assembly for the views he expressed in a speech before that body. In his speech to the General | Assembly in 1961, Louw pointed} out abuses existing in other countries and criticized those who opposed South Africa's pol- icies.
