2 THE OSHAWA TIMES, Mondoy, October 28, 1963 GOOD EVENING By JACK GEARIN WALKER SWORN IN AS MPP Albert Victor Walker, the 54-year-old City alderman who won Oshawa riding (Provincial) for the PC's September 25 in an unexpected victory, was sworn in Friday afternoon as a Legislative member by Roderick Lewis, QC, clerk of the assembly. es The ceremony was held in Parliament Buildings, Toronto, : where Mr. Walker attended today for a caucus and busi- ness session of PC members. The group will be "'brieded" on procedures, so that new members will have a clear outline of what takes place in the actual Parliamentary ses- sion. A dinner will follow. There will be a brief ses- sion of the Legislature Tues- day at 3 p.m. to pass three readings of the Municipal Development and Loan Fund. No formal opening of Parlia- emnt will b eheld at this session. This will take place -- next January. SKIN DIVERS ABANDON GOLD SEARCH Two Oshawa skin-divers--Norman Lambert of 910 Cartref and Ray MacKay of Herbert street--spent two days last week in various parts of Lake Temiskaming searching unsuccess- fully for $35,000 worth of gold (reportedly lost there several years ago by escaping bank robbers--the story was renorted in the August 1, 1963, edition of The Northern Miner by Joyce Ellis). Mr. Lambert said that MacKay and himself had de- scended as deep as 200 feet in some areas of the lake. They « are convinced that no such treasure lies buried in the iake after talking with natives, including government officials. They spent one day each at Ville Marie, Haileybury and Cobalt. DUTCH ELM DISEASE MAKES INROADS Parks Commissioner Patrick J. Kennedy has called atten- tion to an important fact~increasing inroads made in Oshawa of late by the dreaded Dutch Elm Disease. Council has heeded his warning and will likely set up a pilot fund of $10,000 to fight the disease--he says it would cost $10,000 to rid the City of the scourge, also that the Pro- vincial and Federal governments would pay approximately 75 percent of these costs (under Winter Works, etc.) Here's what Mr, Kennedy says: Oshawa has a population of 10,792 Elm trees, 20.2 percent of which are seriously affected by the Dutch Elm disease-- 7.7 percent are dead, 10.2 percent are diseased or dying and 2.8 percen: are doubtful. . These statistics were determined by Mr. Kennedy's de- partment in a recent four-week survey which showed tha' 90 percent of the doubtful trees are over 12 inches in diameter; some are 40 inches in diameter. There is only one method by which the spread of the disease can be checked successfully--cut and burn all dead and infected trees; even the dead ones harbor the Elm bark beetle which transfers the dreaded fungi to other trees, It is pointless to deroot such trees as the beetle works between the grooves of the bark which often makes spraying ineffective. It will be necessary to remove all trees chopped down s0 that they can be burned by the City at a marshalling yard. This is the most expensive item on the cost bill, Only trees on City property will be cut down at the. start of thé campaign as the City has no authority to remove such trees from residential or business areas--this could only. be done after the passage of Provincial legislation now being contemplated. The project would employ 12 men for 10 weeks as a Winier Works: operation in 1963-64, Mr. Kennedy said. j NAVY VETS OPEN NEW QUARTERS That was a colorful ceremony Saturday when the sod breaking ceremony. was held for the new Oshawa Naval Club on Vivla street HOPEFUL TEENAGERS: contestants in Dallas. yester- day. CITIZEN DeHART AND THE WARD SYSTEM Who turns up at City Council more often than John De- Hart to politely remind one and all of much-needed municipal reforms? To some it appears a thankless, frustrating job at best likely to lead nowhere, but he is rarely discouraged, and always polite. Citizen DeHart, a patient but determined man who hap- pens to be president of the Lake Vista Ratepayers' Assoc'a- ton, was singing a familiar theme song last week, one that is gaining w.despread popularity across the city: He wants City. Council 'to approve a plebiscite to decide whether the Ward system, discarded here in the 1930's, snould be restored, He sa'd he had a petition signed by more than 400 taxpayers, 75 percent of whom were outside his area, endorsing the Ward system. Why did he want the Ward system when the presert one had been in use so long (someone asked?)
