WOULD ADD DRUG COSTS Mr. MacDonald said his party would eventually include drugs in its health insurance program and was studying ways of im- mediately providing partial cov- erage. Mr. MacDonald also said that an NDP provincial government would establish a drug director- ate as a means of dealing with the present high costs of drugs. It would also continue studies into costs and quality and ways of cutting prices. "We have no intention of ex- tending drug coverage to the whole population when this would merely mean a use of public monies to underwrite the present high cost of drugs, created in good part by internal conditions in the drug industry arising from excessive promo- tional costs." As well as drugs, dental and optical bills would eventually be included under the NDP pro- gram, 'he said. COST IS HUGE The NDP leader estimated the total cost of full coverage for drugs in Ontario at $120,- 000,000, based on the Cana- dian Pharmaceutical Associa- tion's estimate. of $20 each for the 6,000,000 persons in the pro- ince. Mr. MacDonald said it is the size of the total bills that forced tee to decide that full coverage for drugs cannot be immedi- ately included in the party's proposed medical care scheme. As an interim solution all! pensioners would be provided with full prescription drug cov- erage "without further delay'; present in-hospital drug. cover- age would be continued after a patient leaves hospital for as long as a doctor feels it is nec- essary; and the welfare pro- gram would be extended to provide coverage for persons with a chronic need for drugs. nd MEET Counsel Says Evidence Insufficient BELLEVILLE (CP)--A de- fence counsel told an Ontario Supreme Court jury Tuesday that evidence was insufficient to convict Joseph Leonard Coombs, 22, of capital murder. He was charged in the stabbing of his 18-year-old girlfriend last St. Valentine's Day. Ronald Cass called no wit- ness in defence of the former Toronto parking lot attendant, arrested Feb. 14 after Sharon Margaret Frost was found stabbed to death at her sister's home in L'Amable, 80 miles north of here. But in his plea to the jury he contended that Coombs was be- having under an uncontrollable passion when the stabbing took place behind a locked bathroom door. He said the facts of the case could be consistent with non-cap- ital murder, but were inconsist- ent with a capital murder charge. Earlier, Crown Attorney John Pringle told the jury the giri's death was planned and deliber- ate. The case is scheduled to go to the jury today. Side effects of the 228,000,000- bushel sale are widespread al- ready, It spells a frantic end-of-sea- son rush for the St. Lawrence Seaway and Canadian shipping ports from coast to coast. Rail- ways have moved into high gear to shuttle the flow of Prairie gold to docksides. The announcement Monday means wheat must flow from Canadian ports at the rate of 50,000,000 bushels a month for the next 10 months to clear the massive Russian order and reg- ular grain shipments. It has triggered a battle against the winter freeze-up for ports in Hudson Bay and along the St. Lawrence Seaway. Rail- ways acted promptly Tuesday to get the flow started before rugged winter conditions force a cut-down in the size of trains. The Canadian wheat board started drafting @ master plan for freight car allocation to en- sure fast movement of the grain, Facilities are expected to be. taxed to the limit. While party leaders are stumping the hustings seeking votes in the Sept. 30 British Columbia election, patrons of three Vancouver restaurants are participating in a gastron- omic straw vote. John Dyes, general manager of the "three convenient polling stations," two in the suburbs adn one downtown, plans to con- tinue his straw vote despite ihreats --_of--_courtaction from election officials. Straw votes have been illegal in B.C. elections since 1939. But each morning Mr. Dyes puts in the restaurants' win- dows the results of sales of these 49 - cent hamburgers, each containing about three ounces of meat: LETTUCE AND CHEESE Bennett Burgers--named after Social Credit Premier Bennett, contains lettuce and cheese.
