Limits On Subsidiaries Attacked TORONTO (CP) -- Canadians have a legitimate complaint when a U.S. company operating in Canada decides, as part of its corporate policy, that its subsidiary shall operate dnly in the domestic market or other certain specified markets, Rob ert Macaulty, Ontario minister of economic and development, said Thursday. "Tf a Canadian subsidiary can compete with the parent corpor- ation in world markets, then that gubsidiary should be al- lowed to-do so," he said. Mr. Macaulay was speaking at opening ceremonies of the mew Scott Air-Pak Ltd. plant at nearby Clarkson. Scott Air- Pak , which manufac tures breathing apparatus for the avi- ation and mining ifdustries, is a subsidiary of Scott Aviation Corp, of Lancaster, N.Y. He said the same freehanded policy should apply to the pur- chase of components and parts used by the United States sub- sidiary companies operating in Canada. "There should be no restric- tion imposed on where and from whom the Canadian subsidiary may buy essential parts and in- dustrial materials. If these are available in Canada at a com- petitive price, then they should be bought there. If they are only available from the U.S. or any other country, then they should be bought from that country." Industrials Push Market Over 4 Points TORONTO (CP) -- Industrials were the major attraction on the stock exchange Thursday as the industrial index rose 4.53 to close at 628.08. However, vol- ume remained extremely low. This gain among industrials was the largest since July¥ 22 when the index rose 7.41 after the previous day's slump fol- lowing the announcement of the U.S. equalization tax proposals. The index now stands at its highest point since July 17 when it closed at 631.34, Brokers said this activity re- flected the steady rise in New York prices during the last week. Other sections of the index showed little change, golds be- ing the only one closing in the minus range.
