pg EE RE A OE Ln aE Gordon Favors Large, Juicy Tax Incentives OTTAWA (CP)--Finance Min- ister Gordon is on record as fa- voring tax incentive carrots that are big enough and juicy enough to make industry jump. For that reason, the industrial incentives generally expected to be unveiled in his first budget speech Thursday night may well be potent ones. Mr. Gordon has maintained the traditional pre-budget se- crecy ebout his plans. But the kind of incentives he favors are outlined in his 1961 book Troubled Canada--an out- line of proposed policies which has already proved an accurate predictor of the major econo- mic measures announced so far by the new Liberal government. The book proposed four tax incentives and mentioned a pos- sible fifth: 1, "Generous" depreciation allowances for manufacturing industry, permitting them to write off costs of new machin- ery and equipment at any rate they choose. As an alternative, this might be limited to pur- chases of Canadian-made equip- ment bought within a stated pe- riod. 2. Tax benefits for increased export sales, aimed at getting production efficiencies and lower prices through higher out- put. He suggested low tax rates --or none at all--on profits re- sulting from export sales in- creases above astated base period, 3. Tax incentives for new in- dustries or plant expansion in depressed areas. During the last election campaign, Mr. Gordon spoke of low-nterest government loans as an addi- tional way of doing this. 4, Tax measures to counteract some of the tax incentives held by foreign owners of Canadian industries, plus incentives to en- courage greater Canadian par- ticipation in the ownership and management of industry and re- sources in this country. Mr, Gordon has spoken strongly and repeatedly about the disadvantages of 'absentee ownership" of so much of key Canadian industries. Paul Martineau, mines minis- ter in the former Conservative government, this week placed a lengthy resolution on the Com- mons order paper calling for an engineering and economic feas- ibility study of the Grand Canal proposal. Mr. Martineau also urges that the federal government begin negotiations with the United States based on expectations that the next few days will see a growing demand to divert more water fromthe Great Lakes for such American uses as the Chicago sewage system. Diversions are supposed to be regulated in accordance with the need to keep Great Lakes water levels high enough so that St. Lawrence power and seaway installations are not affected. Apart from the water level benefits to the Great Lakes and St. Lawrence Seaway system, backers of the scheme belleve the Grand Canal pro- posal, even as a barge canal system, would spur industrial and resources development in northern and north-central On- tario. Mr. Martineau says that Eu- ropean countries and to some extent the United States have made far greater use of the canal potentials than has Can- ada where the only important canal system for freight today is the St. Lawrence Seaway.
