Amendments to the Milk In- dustry Act, introduced along with the margarine bill, provide that butter "shall be restricted to its traditional color range of more than 1.6 degrees ad less more than 1.6 degrees and less Minister Stewart told the legis- lature. Mr. Stewart said the setting of "these two distinctive color ranges will make any misrep- resentation impossible and will allow each product to be sold with an acceptable color on its own merits," The amendments would not affect an existing provision of the Oleomargarie Act which allows the sale of margarine in the color range under 1.6 de- grees, he said. WILL BE EXEMPTIONS The agriculture minister told a press conference earlier that, while butter would be restricted to th 1.6-to-10.5 range certain exceptions would be necessary for manufacturers of whey but- ter, a product which usually is darker than the 10.5 index. . Agriculture department dairy experts told the press confer- ence the normal color range for butter averages about six de- grees on the color-measuring tintometer instrument. Asked to compare the new al- lowed color for margarine to that of butter, officials said but- ter from some dairy cattle breeds "would be approachig the color of margarine by June." (Natural butter color may deepen as cattle feed on green summer pasturage). As another comparison, offi- cials said the average color of cheddar cheese would be about 15 degrees on the tintometer scale, YELLOW VARIES Pointing to samples of butter and 10.5 or over" margarine manufactured in Manitoba, Mr, Stewart said: 'There is a vari- ance in the degree of yellow, but it (the margarine) is cer- tainly a yellow." The government legislation will become effective immedi- nately it receives royal assent, Mr. Stwart told the press con- ference. This means the bill would be law when the current session prorogues, possibly by Friday. Earlier this session, Leonard Reilly (PC--Toronto Eglinton) urged the government to allow the sale of precolored marga- rine and said he would intro- duce a private member's bill to that effect if the government did not act by the end of the current session. The Oleomargarine Act amendments also provide that the manufacturer must label his product with the kinds and percentages of each type of oil used in the margarine, Mr. Stewart said. The minister told the House that "increasing amounts of Margarine Color Bill Passed For Province fish oil and edible tallow or lard are being used, in order that a cheaper (margarine) product may be placed on the market." ENTITLED TO KNOW He said he was not '"'suggest- ing that fish ol! or tallow are not perfectly edible products," but if they were used in making margarine "then the consumer is entitled to know by the label- ling of the package the type of oil which he or she is buying." The minister said the marga- rine legislation recognized that margarine "is a food product which many consumers wish to buy." At the same time "'the tradi- tional yellow color range which has been used for bitter, going back to the very beginning of the usage of butter, is being preserved and rightly so, for this most important and essen- tial industry in the provincial economy."
