"papscty Hadley Ss THE OSHAWA TIMES, Thursday, December 20,1962 |] REPORT FROM PARLIAMENT MPs Leave Ottawa For Holiday Recess By MICHAEL STARR, MP Minister of Labor. With Parliament adjourning on December 20 for the month- long Christmas recess, the ma- jority of members had left Ot- tawa this week, returning to their home constituencies. On Thursday the Prime Min- ister was leaving by air for the Bahamas for a three-day visit with Prime Minister MacMillan and President Kennedy. When Parliament resumes on January 21, the House once more will be facing a crowded agenda, containing such impor- tant pieces of legislation as the Manpower Adjustment Bil], dealing with automation, and the National Economic Develop-| ment Board. The recent visit of the Cana-) - dian Labor Congress to Ottawa,| followed by the National Con- federation of Trade Unions, and the Legislative Committte of the Railway Brotherhoods, af- forded an opportunity to explain to the representatives of organ- ized labor the principles of this tween segments of the Opposi-| important legislation, Mr. Jodoin registered approv- al of fhe calling of a conference|but so far no complete align-| of labor and management in the|ment of all Opposition groups)_--"-- near future to work out the pro- eedures in connection with put-) ting the legislation into effect. This conference will be call-lamong the MP's themselves to|Rev. Although air transport has immeasurably cut down the distances in Canada, still for members on the East and West Coasts, and from the Prairies, the Christmas adjournment pro- vides a welcome respite and a welcome opportunity to resume contact with their constituencies and to deal with problems which may have arisen while they have been absent attend- ing the session. For most members it has been a gruelling session with|of legislation have passed Par- considerable tension engender- ed in the House on account of the situation where no party commands an absolute major- ity. Various no-confidence mo- tions have seen alignments be- tion -- Liberals and Social Cred- itors --- Liberals and NDP's -- against the Government. Meanwhile there has been criticism in the press and the effect that this session has seen little accomplished. Of course the remedy to this is in the hands of the members themselves. Delays in Parliament are no- thing new. The Parliamentary system has never been noted for speed or efficiency. Although it is well to point out that there was little time lost between the r |Government's acceptance of the} Meanwhile as Members pre-|Glassco Commission Report on} pared to leave for the holi-the Public Service, and the! Prime Minister's announcement a couple of days later that the principles enunciated in this re- port, and relating to efficiency in the Government Service, would be put into effect. Over the_yea there have been varied pants to amend the rules of Parliament in order to restrict the time allowed for debate and to speed up the busi- ness. Some of these measures have been put into effect with some success. But members in general have always held dearly the right to debate at length var- ious propositions and measures brought forward by the Govern- ment, and attempts to limit this right have invariably met with strong opposition from all sides. In spite of this, over 10 pieces jliament and those who have jlooked up the record of past /performances claim that more }work has been done in this ses- |sion during the period the House |has been sitting than at any] jother session in the past. | I extend my wishes to all of the people of Ontario Riding for ja very Merry Christmas and a) happy and prosperous New ear. | Me ce ie | ST.
