24 THE OSHAWA TIMES, Thursday; November 29, 1962 DOT Rapped Over Life Jackets TORONTO (CP)--Coroner Dr. Morton Shulman accused the federal transport department Wednesday of trying to protect its reputation by refusing to withdraw approval from '"'dan- gerous" life jackets. : "The whole situation is a dis- grace and I fear that more unnecessary drownings will oc- cur before we have any action from Ottawa," he said in a let- ter written to Deputy Transport Minister J. R. Baldwin which he made public. Dr. Shulman presided here last August at the inquest into the death of a man who drowned in Lake Ontario while wearing a "D.O.T. approved" jacket. The jury found that ap- proved life jackets are not safe and recommended a federal in- quiry to evolve a new design. Mr. Baldwin wrote in reply that Dr. Shulman had _ not per- _ mitted department specialists to make a full explanation and, as the result, the jury received a wrong impression and an un- warranted reflection was cast on the department. Dr. Shulman called this "com- pletely untrue" and said he was making the _ correspondence public in the hope that "public pressure will finally force the officials concerned to consider the public's welfare." No Response From U.K. On Buying OTTAWA (CP)--The govern- ment was asked Wednesday whether it has received any ex- pressions of concern from Brit- ain concerning the Ontario Buy- Canadian campaign. "Not to my knowledge," Trade Minister Hees said in re- ply to Lucien Lamoureux (L-- Stormont). Paul Martin (L--Essex East) asked whether the government would announce a federal health insurance policy without delay. The Ontario Liberal party had "prodded" Premier Robarts of Ontario into action in this re- gard. Prime Minister Diefenbaker said there hadn't been the same prods when Mr. Martin was fed- eral health minister. "Yes, there were," interjected Stanley Knowles (NDP--Winni- peg North Centre), a reference to Mr. Knowles' prodding of Mr. Martin when the Liberals were in office. Mr. Diefenbaker said an an- mouncement would be made when it was appropriate to do 60. In reply to another question by Mr. Martin, the prime min- ister said he hopes to receive the report of the Hall royal commission on health services earlier than the originally antic- ipated date of July, 1963. Amish Families To Leave US. For Canada OELWEIN, Iowa (AP)--About 73 members of Amish families have come to the police station here to be fingerprinted for identification in an apparent move to leave the United States and settle on farms in Canada. The fingerprinting has been entirely voluntary. Police said they were told the procedure has some connection with a school controversy which came to a head at Independence last Saturday. Eight Amish men accepted three-day jail sentences there rather than pay $10 fines for failure to hire state-approved . teachers for their two schools. The men completed their sen- tences and left the jail Tuesday. Oelwein Police Chief Ray Stoddard said some of the older members of the religious sect have bought land in the Kitch- ener area of Ontario. Leaders of the sect say that for their simple farm life an Eighth Grade education is all that is necessary for both their teachers and their children. Two Suspected Tn Slaying OTTAWA (CP)--Coroner Dr. J. S. Cross said Wednesday the suspected slaying of Rosaire Charlebois last Friday may have been the work of two or - more persons. The coroner said it appeared that the 79-year-old church caretaker was knocked down on the road then dragged behind a fence and bludgeoned to death with a blunt instrument. The body was found by a civic employee on his way to work. The dead man's daughter, Ida Charlebois, said her father usu- ally carried $10 or $15 and that the money and other papers were missing. Police said miss- ing identification papers may be an important key in solving the mystery. They said Mr. Charlebois was in good physical condition and would probably resist a robbery attempt.
