"WHITBY And DISTRICT VOTED DOWN Agreement Dissolved County Quits EMO Ontario County Council voted Tuesday to dissolve its agree- ment with Oshawa and with- drew from the joint Emergency Measures Organization at the end of the fiscal year. Council's assessment stand- ing committee, the committee responsible for recommending the withdrawal from the joint committee, recommended. the setting up of an Ontario Coun- ty Emérgency Measures 'Organ- ization. ; The recommendation was turned down by a vote of 23-10, leaving the county without an EMO at the end of the fiscal yearm However, it is 'expected the committee will recommend the setting. up of a county EMO again today. Reeve Sherman Scott, of Pickering Township moved an amendment to the resolution calling for the setting up of an Ontario Cunty EMO and re- Mr. ,Quantrill suggested there is equal representation of bot! the county and city on the joint EMO committee, therefore Osh- awa cannot alone decide policy. A tie vote is a lost vote, he pointed out. Reeve Heber Down, of Whitby Township said Oshawa is where the hospital and doctors are and the. county contributed to the new wing building fund and if- anything does happen, Osh- awa is where emergency meas- ures are needed. Mrs. Lovelock charged Co. Wotton "takes things on him- self and does not. take direc- tion. from county council. Council's consti- ution states every member in his seat must vote when a vote 's called for. Mrs. Lovelock had abstained from the voting. She said she wasn't going to vote for some- thing she didn't understand. However, she said, she did not wish to see EMO abandoned in the county. Committee chairman Norman Hogg, Uxbridge Township dep- uty reeve ruled the voie invalid. On the second vote, Mr. Mor- ley's motion was defeated by a 24-14 vote: On a vote on the recommend- ation to withdraw, 21 were in favor and 17 opposed. Mr. Scott requested a re- corded vote. The result: yes, 28; no 8. Mr. Down suggested all the votes were "confusing." A provision contained in the Preston-Russell resolution was that profits from the lotteries are to be utilized exclusively for the benefit of charitable institu- tions and hospital grants. Whitby's deputy reeve, George Brooks said he was not in agreement with the recom- mendation of the finance com- mittee, that the council could not endorse the resolution, Mr. Brooks said there is both legalized and illegal gambling in Canada and in Ontario. He pointed out that it is perfectly legal to go to a race track and place bets at the window, but it is strictly illegal to bet with 'bookies"', "Furthermore," he - said, "'sweepstake tickets can be pur- chased almost anywhere. I am in complete agreement with legalized lotteries,' Mr. Sheehan said. . Sherman Scott, reeve of Pick- ering Township said if lotteries are legal for one thing, then they should be legal for all things. Scugog Township's reeve Cecil Fralick agreed with Mr. Scott. The incident, for which Peter; Roman Gurga, 25, 3017 Queen streei, was sentenced indirectly resulted in a fatal accident which claimed the life of six- year-old Alexander Maresch, of Kitchener, Oct. 6, near the Rit- son road interchange. Hugh Charles Martin, of Brighton, a transport driver, said he was driving east on Highway 401 on the morning of Oct. 6 when he saw a car ap- proach in the passing lane. He testified that the car had only one headlight operating. The witness said the car swerved to avoid him and came to a halt beside his truck on the median. Mr. Gibson presented a peti- tion to Pickering Township Council asking that it do all in its power to prevent the new and improved county road from running through Brougham. He told' the county council Tuesday that the governing body of his native township sug- gested county council be con- tacted by the ratepayers whose names appeared on the petition. Mr. Gibson pointed out that letters had been forwarded to residents of the village asking that they assist in preventing "the Brougham we know today from being mutilated'. The spokesman told county council that the Brougham of tomorrow "will hardly resemble the Brougham of today if the present plans of the county en- gineering department to have Brock road pass through the village are carried out'. "First the wholesale cutting and burning of trees will con- tinue up the Brock road, then the bulldozers and the asphalt machines will tear up and'widen the road by two or three feet. There will be stop lights on the two main corners of Brougham. "The improved highway and the eventual opening of a High- way 401 interchange will send hundreds more automobiles into even bigger traffic jams in Brougham every Friday and Sunday night. "However, anxious motorists will soon discover that by turn- ing down the side streets they can miss the lights, then every street in Brougham will be- come a potential death trap for the village children. There are more than 70 public schools in the village. "This is the new Brougham we will be left with -- because it is cheaper to continue the new highway through the village than to go around it, as was done with Dixon's Hill, on High- way 48, at Greenwood. "Must the citizens of Brougham pay such a price in order for the county to have a 'cheaper' highway. Must we sac- rifice the beauty and safety of our village for this kind of pro- gress?"
